Gabriel Pierard is our lead partner. He has 20 years’ experience in public policy consulting & evaluation; strategy & management consulting; as well as Government and International Organisations, in France, the U.K., North-Africa and South-Asia.  

Gabriel has managed or contributed to several evaluations and impact assessments of EU policies and projects, for various DGs of the European Commission (HOME; JUST; ECFIN; ENTR; ECHO; ENV; MARE; SANCO; EAC); the European Parliament; the EIB; EU agencies (e.g. FRONTEX - see: Gabriel PIERARD, "Frontex dans le contexte de la situation a la frontière gréco-turque", CERISCOPE Frontières, 2011 - http://ceriscope.sciences-po.fr/node/197); the O.E.C.D. and other international organisations.  He has practised a wide range of policy areas, such as: Development Aid; Economic policy; E.U. Justice and Home Affairs; EU structural funds; Environment & climate change policies. He has also contributed to strategy and (re)organisation assessments of International Organisations and EU agencies. 

He also taught, during 5 years, European policy evaluation at Sciences Po Paris, PSIA (Paris School of International Affairs), France’s leading school of public policy and international relations. 

Gabriel holds MAs in economics & public policy (Sciences Po Paris), law (Paris II University), and international relations (SAIS, Washington D.C.). He is fluent in French and English, has a good command of German and Spanish, and a basic command of Portuguese. 


Our network of experts and partner organisations also gives us the ability to undertake evaluation, research and consultancy projects across Europe and internationally. Our assignments often involve work throughout the EU 28 Member States and beyond.

We also work together with international academic institutions and think tanks, drawing from their specific expertise on several studies and assignments.
